Mark A. Rubino, MD, MMM, FACOG, is the president of Allegheny Valley Hospital as well as Forbes Hospital in Monroeville, Pa., as well a practicing gynecologist. He has served as the AVH president since 2023 and the president of Forbes since 2016. Previously, he served as the Forbes chief medical officer, and before that he was the president of the medical staff at Forbes and West Penn Hospitals.
Dr. Rubino received a Bachelor of Arts degree from the University of Pennsylvania, his medical degree from the University of Pennsylvania School Of Medicine, and later his master’s degree in Medical Management from Carnegie Mellon University. He completed his internship and residency in obstetrics and gynecology at Magee Women’s Hospital, and was elected the hospital’s chief resident in 1986.
Dr. Rubino is certified by the American Board of Obstetrics and Gynecology and is a Fellow of the American College of Obstetricians and Gynecologists. He currently serves on the Boards of The Hospital and Healthsystem Association of Pennsylvania, Monroeville Area Chamber of Commerce, Franklin Regional Panther Foundation, and Heritage Community Initiatives.
William H. Bailey, Jr., DO, is the Chief Medical Officer of AVH. A board-certified internal medicine physician, Dr. Bailey also serves as the Director of Hospitalist Medicine.
Dr. Bailey received his medical degree from Philadelphia College of Osteopathic Medicine in May of 1990 and completed his residency and internship at Shadyside Hospital.
Dr. Bailey has worked in the emergency departments of AVH and West Penn Hospital since 1993, in a variety of roles, including Quality Director, Nocturnist Lead Physician, and Associate Director. He was named CMO of AVH in 2020.
In his time as CMO, Dr. Bailey has sought to enhance the administrative affairs engaging the medical staff and hospitalists in achieving operational and strategic goals related to growth, clinical development, efficiency, regulations, clinical quality and patient safety.
Dr. Bailey enjoys tennis, biking, hiking and waterskiing. He and his wife, Laurie, have three daughters.
Milissa Hammers, MSN, RN, is the Chief Nursing Officer of Allegheny Valley Hospital. She started her nursing career in 2007 as a direct care nurse on a medical/surgical unit at West Penn Hospital. During her tenure at West Penn, she also started her nursing leadership career, serving as a Clinical Coordinator and Nurse Manager.
In 2011, Milissa transferred to Allegheny Valley Hospital serving as a Nurse Manager and Director of Nursing before accepting the role of Chief Nursing Officer in March 2020.
Milissa received her Master of Science in Nursing Leadership and Management from Walden University in May of 2019. She also received her Bachelor of Science in Nursing from Clarion University and her nursing diploma from the Western Pennsylvania Hospital School of Nursing.
Milissa is a current member of the Southwestern Pennsylvania Organization of Nurse Leaders. She is a valued member of the Executive Leadership Team at Allegheny Valley Hospital and the Executive Nursing Leadership Team at Allegheny Health Network.
Tina Gowen, CPA serves as Director of Finance for Allegheny Valley Hospital. As a member of the hospital leadership team, she is responsible for the financial operations and oversight of the hospital including cost containment and evaluation of strategic growth opportunities.
Tina has more than 30 years of experience within the health care industry including more than 25 years of progressive financial leadership roles at AHN’s Saint Vincent Hospital before coming to AVH.
She is also a certified public accountant in the state of Pennsylvania.
Tina earned a bachelor’s degree in accounting, at Mercyhurst University. She is active in the community as a credit union board member and volunteer for several local nonprofit agencies. She is a member of the Healthcare Financial Management Association and Pennsylvania Institute of Certified Public Accountants.
